Try the Maille Artisans International League at this link:
http://www.mailleartisans.org/lynx/index.cgi

They have products you can buy as well as links to other groups, stores and artisans where you might be able to get some other possibilities.

Maille shirts usually run over $500.00 and vests as much as $450.00 so you might consider purchasing the maille and hooking it together into a coverlet for your clothing. That would be the easiest and least expensive.

Is it possible to buy old movie props? I know for the Lord of the Rings movie they had to make thousands of them. They used cut pieces of plastic piping so as to keep them lightweight. Maybe these or some others are sitting around somewhere collecting dust. Eventually winding up on where else? Ebay!

If you want it for costume theatre you can knit, or get someone to knit the shirt with wool using those extra extra big needles, they are the ones 12-15mm wide. Then once the shirt is knitted you spray it with silver spray. the size of the needles makes the gappy holes in the knitting/garment.

Making one is the cheapest. If you get small metal rings and use needlenose pliers it can be done. I had a friend at school who made one. It is tedius work, but it definately saves money.

go to any theater, costume rent, or movie set... tell them some lovely, sweet story about a school project with children from unfortunate back rounds... and blah bla, theater and on, and ask them if they could help you to get this and this type of costume. at least for rent, or small payment.

If you have a bit of cash and a lot of time, and are reasonably good at using your hands, you can make one.
