It means I don't want you or I can't be with you, but the problem is not you because you are a great guy and any girl would be lucky to be with you, but not me;) just not to hurt his feelings i guess..

Sometimes we say it to make you feel better...but I have a guy friend that is really a wonderful man and i know that the woman that gets him will be very lucky....i say it because i know it...
