As I have one of the first satelite dishes in Canada since 1983 I am the most qualified to answer your question ,actually I had 2 dishes in 1983,under FCC laws you are permitted to own and install a dish up-to 30 inches.I f you have a problem under The Constitution of The United States you can claim also you are using it for your religion, any judge would immediately throw it out of court and if you need a religion -the best-Dr. Gene Scott-go to his web-site he was the first preacher on satelite and passed away last year but I have been watching him since 1983 and he stood up for the rights of the little people to watch free TV!I have worked for NASA in an emergency-if that makes you feel at ease.

If the prospective apartment has southern exposure, the landlord cannot prevent you from installing the dish. You'll have to install it on your balcony or on one of the window frames but federal law restricts them from preventing this. There are exceptions, but here's a link to the FCC website that explains it: http://www.fcc.gov/mb/facts/otard.html
