Using a sharp razor blade shave a mere sliver off just big enough to fit on your flea. If you do it correctly it will have a natural curve that will fit your flea perfectly and you won't need a buckle.
Of course, you know you're just going to make him an outcast among all the other fleas?

Give it to your local animal shelter. They'll be glad of it - and get a midge collar for your flea, they fit much better.
