yes, If provoked, the black bear can run 30 mph. Faster then most horses.
Most horses are not built to run fast an may only do a fast canter at their best; however, the gallop is about 30 mph. Thoroughbreds, which are bred for running distance but not speed, have been clocked at over 40 MPH. Quarter horses, bred and raced for short distances at speed, can reach 50 MPH in short bursts.

Well is mainly depends on the horse or the bear. If you take a Throughbred horse and race between a Brown bear about 300meters, the horse would win. If it was that same race but with a Shetland pony and that same bear, I think the bear would win.

At top speed they can run about equally fast. (between 35 and 40 mph) The bear however, has great stamina and can probably out distance the horse at top speed for a longer time.
Secretariat ran the Kentucky Derby in 1:59 for 1.25 miles (equals about 37.5 mph) which is a a standing record for 30 years.

Grizzly bears have been "clocked" at up to 35mph. Some really fast horses have reached speeds of close to 50mph. So the stricly accurate answer to your question is "No". But horses don't eat people, so you should still run faster if a bear is chasing you than if a horse is chasing you!

NO A BEAR CAN NOT RUN FASTER THEN A HORSE..
Maybe a Bear can run up a hill faster, But certainley not down a hill. But in general I have to say NO WAY....
