The Temporary Internet Files (or cache) folder contains Web page content that is stored on your hard disk for quick viewing. This cache permits Internet Explorer or MSN Explorer to download only the content that has changed since you last viewed a Web page, instead of downloading all the content for a page every time it is displayed.
If this is deleted all stored information will have to be re-entered. This, however will not have negative effects on your computer.

The answers above are right on the cookies, anything you have saved on websites (password, carts, etc.) will be lost.
The temporary files also include any images, javascript, and sometimes even full pages that are saved on your computer so that when you request them, instead of going through the net and waiting to download it, it will already be on your computer and be used from there. Deleting these will slow down page loads slightly, but on fast connections this isn't much of an issue.

you might not automatically be signed in to websites you frequent (such as yahoo answers) but after signing in the first time everything would eb back to normal. Thats the worst that could happen.
