I am trying to make an animated gif using screen caps, they are fine in bmp or jpeg format, but when I convert to gif the quality suffers badly. I am impressed with lots of animated gifs I have seen but I can't get anywhere near on picture quality.

bump up the colors (max 256) you're saving or exporting to.
Diffusion may help, and the higher the diffusion the better the quality.
Of course, the more color you use the larger the file will be.

Gifs only use 256 colors, so any continuous-tone color art is going to suffer when converted to gif. If possible, start with a simple color scheme. When you convert, try different options for the conversion process, if available. Also, create all your gif frames using the same palette.
