You have to install the font on your computer. Once installed, it will show up in photoshop. Before you can install it, you need to unzip it. Windows comes with a utility to extract zip files. Simply right click it, and hit extract all. Now, to install a font, go to Start->Control Panel->Fonts->File->Install New Font. Now, browse for the font file, select it, and hit OK to install it. Now, restart photoshop, and the new font should show up.

Unzip the file using winzip, which you can download from the net and install on your computer, extract the font from the zip file.
Next go to the Control Panel on your computer double click on the fonts icon and go to the File menu and select Install new font.
Browse to the location of the new font until it shows up on the List of font and then click OK.
That should do it.

open the control panel, click the icon "fonts", and drag the downloaded font into the folder.
All of this was done with the classic view of the control panel
