you see i got this fan that was supposed to go 100mph but it didn't. do you think that is possible?

Fans are measured in revolutions per minute-rpm's not by miles per hour-mph. Some do produce 100 mph winds though.

the fastest, the best fan blade can go is 9700rpm at that point the blade tips approach the speed of sound, and will self-destruct (bend/warp). or the centrifugal force will pull it apart.

Sure. Why not? Now if it said it went Mach 1, I would be a bit more skeptical.
