In NJ the minute you destroy or tamper with a security device OR conceal the merchandise you are guilty of shoplifting. You can be aprehended immediately and do not have to attempt to leave the store; either the concealment or the tampering of the tag constitutes evidence of theft.

In order to remove it they would need a tool or device. Since most work on a given magnetic strenght it is therefore likely this would be a magnet.
To carry any such device would mean they are going equipped to steal.
Trying to take the tag off would be an attempt to steal since no other conclusion can be drawn other than they intended to remove the item through the security check without paying.
In taking off the tag the would be likely to damage the item which also offers a range of offenses to be considered.
So yes criminal offences are there and would undoubtedly be prosecuted.

i don't think it's a crime in progress, you cannot get arrested for "attempting" to remove a security tag. you could always argue you wanted to try it on without the tag because it was in an awkward place and you didn't want it to dig into you. i think if you was caught attempting to remove a security tag, the most they could do is throw you out of the shop. it's a crime to steal, attempting to remove a tag doesn't actually mean you have stolen anything.

Yes. If I saw someone removing a security tag it means that they were going to shoplift it and was removing the security tag so the alarm in the front doesn't go off.

The tag may have been covering consumer information the customer wanted to read, or their could be numerous other reasons depending on the type of tag. The consumer could be suspicious or curious, for example, of the kind that look like bar codes.

Well, it is as illegal as planning a robbery. You actually have to leave the premises (pass the checkout) without paying before it is a crime (in progress).
You could try to convince a judge of a case of destruction of property but.... nah, don't bother

Yes because it is damage to someone elses property and attempted theft.
You'll find that the police will make an arrest if you or the person doing it are caught.
