well i was listening to music on my brother's computer and all of a sudden it said "there is conflict with your ip address with another computer" does that mean someone is trying to use it or sumtin?

It means that your brothers IP address was lost, basicly, internet droped, thats all, have him reset his internet, or power cycle your modem, hope this helps.

this means the IP address on your brother's computer has the same address on the other computer in the same network. Most likely the dns server register a different MAC address than the one on your computer. However, the IP addresses are the same. Trying to release your current IP using ipconfig release_all, and negotiate another IP using ipconfig if it's windows OS.

Not necessarily. Sometimes if two computers have the same "Name" a DHCP server might accidentily assign the same IP address out. However, a good router won't let it stay like that.

Restart the router if there's no connection.

Because the IP address is taken by the DHCP server... no one can 'clone' your I.P. address and get on your network... they CAN clone your MAC Address... but that's trickier and you wouldn't notice it.

Means the connection you are on conflicted with another computer connecting and you both got the same IP address issued to you....Log off and log back on.

Is the computer 'networked' within the house?
I know someone that had that message (using cable) and the cable co. checked and found too strong of a signal which made the computer 'try to access or network' with other computers. (if that is the right words?) Anyway, the cable co. fixed it.

yah it saw two people with same ip address trying to access on same account
