The tongue -
Because it is made of epithelial cells that are designed to slough off and regenerate readily. The eyeball is an extension of the brain, and therefore is similar to its structure. The outer tissues are more similar to the tough connective tissue that surrounds and protects the brain (Pia Mater and Dura Mater). The inner structures of the eye, such as the retina, are nerves. Both of these heal more slowly than the tongue, but especially the nerves.

In my personal experience, the eyeball heals faster. I have injured both. Nothing major, bit my tongue and have had metal flakes embedded in my cornea. The doc scraped my cornea and removed two rusted pieces of metal that the cornea had grown over in literally a matter of 3-4 hours. The cornea thought it was healing itself, but the metal rusted. Extremely painful. The bit tongue takes more than 3-4 hours if blood is drawn. Depends on the severity of the injury also.
