I'd guess coyotes. They are found all over the US. See the quote from the article in wikipedia, below:

Coyotes also thrive in suburban settings and even some urban ones. ... I don't know but I just cancelled my vacation plans to W. MD. Were the bodies in the center of crop circles? I'm not going out at night to find out.

I have never heard of fox killing deer. One of there biggest predators is the coyote. Check with your local wildlife dept. and see if there have been any sightings in your surrounding area.

Coyotes or dogs. That's awful, I'm sorry it happened. If you have pets, better keep them in and call animal control. They may be able to find tracks or scat to determine the culprits.

It's possible that it could be a mountain lion. (I know that mountain lions have been sighted in Carroll County, but I'm not sure where you are in Western Maryland).
