I thought about this a lot. I think it is because Pluto had parents who thought he was a genius and got him scholarships for nursery school... It never stopped, now Mickey Mouse owns Pluto, and Goofy gets to be his own "man" and drive a cab... Yay Goofy!

because goofy is his own dog, while pluto belongs to mickey mouse. Never having to work or take responsibility, pluto has not needed to learn the skills goofy has acquired

this can be aggravated me too - and perplexed my young toddlers - even at 11 my son remains slightly indignant that Goofy talks and Pluto would not - it extremely bugs him! i think of it disturbs me as this is as though Pluto is a few style of decrease-functioning sub-character... each and each of something have clothing and residences and language skills and the only that may no longer able to communicate is left bare, tied up in a doghouse and taken care of like a puppy - confident i understand he's a puppy yet his "proprietor" is a mouse and he has a canines peer in Goofy who isn't in addition mis-taken care of. that's a damning indictment of how western society cares for people who do no longer meet normative standards of intelligence and social functioning - so there! :o))

Pluto is a little slow, and was born a mute. And Mickey is a cheapskate who won't buy Pluto any clothing. He's ashamed of being related to someone as slow and Pluto.

PLUTO IS MICKEY'S PET SO HE WALKS ON FOURS
GOOFY IS SUPPOSE TO BE A HUMAN LIKE MICKEY. GOOFY HAS A JOB AND HAS A SON NAMED MAX. SO HE WALKS ON TWO LEGS.
