Do you mean what do you say to a person when you want to talk to them, but you are shy? If that is the point, then the best trick is to ask them to talk about themselves. People really love to talk about themselves more than anything else. That is the subject they know the most about. For starters, how about "Hey, I really like your hair." or maybe, "nice outfit you have on."

Er, assuming I understood the question.... I'd say you should overcome your shyness if you really need to talk to the person.
You really can't use shyness as an excuse to not talk to someone. Shyness is a barrier that is easily overcome. As with anything in life, obstacles are things to get through, not give up and hide behind.

It's hard to overcome shyness. So don't let being shy become a phobia when it comes to talking to guys you like. Talk about him, ask him what he likes to do, then don't let him answer with one word, get him to tell you everything, no matter how boring it may be. Then when he asks you be honest and TALK. He's not going to think you're stupid if you talk from your heart. Guys like to talk about themselves and their interests. Good Luck.
