IP is part of an internet protocol called TCP/IP. When you send information from your computer, like say for instance an e-mail, it's the job of TCP to break up all this information into little pieces and transport it around the internet on lots of different routes until it gets to it's destination.

These little packets all need an address to go to, for example, your friend's computer on the other side of the country. It's the job of IP to give the right address to each of these little packets so they all arrive at the same destination.

When all the packets arrive at the destination, they don't arrive in necessarily the same order, so TCP steps up again to rearrange them in the right order and so they can be processed to be delivered to the recipients mailbox.

IP addresses can either be static, or dynamic. That means, you can either be assigned a permanent IP address, or your by a protocol called DHCP, you can be assigned different ones now and again. This cuts down on the amount of IP addresses being used the world over, as there's a finite amount.

Your IP address looks something like this 192.68.1.101, you can see what the IP address of your computer is by (if you have windows OS) going to the start button, pressing the 'run' button, typing in CMD to the little bar that comes up, press enter, then in the black box that comes up, type ipconfig, press enter again, and there you will see your IP address.

An IP address is not harmful, it's essential. You need it to be on the internet. But get yourself some decent anti-virus protection like Norton's or McAfee. It's worth it. Run spyware/adware programs as well like Spybot and Adaware. They're both free, but good anti-virus protection is not. SPend the money on it though.

Your ip address is your internet provider address. It shouldn't have regional relations, but of that I am unsure.
