They are illegal inside the city limits. You need to go to a place where they are still legal, such as a suburb further out, or an Indian reservation, and fire them off where they are allowed.

Where exactly do you live?

The Tulalip Indian reservation further north (near Marysville) used to sell them every year, I assume they still do. It is a big moneymaker for them. You take I-5 to exit 199 and go west. That road will take you straight to the reservation. Or, if you were looking for someplace closer, there are two stands in Mountlake Terrace, also north of you - on 56th St SW at Roger's Market and the other about a block south between an espresso stand and a gas station. Take I-5 north to exit 178, turn right on 236th, go 3 blocks, turn left on 56th. They are about 3 - 4 blocks up, on the left side. Their city council just passed an ordinance so they will be illegal there next year, but they are still available for purchase this year. It is probably the closest place for you to go, if you live in north Seattle.
