she's veery young. I wouldn't advise her to shave or using shaving cream (less itchy when growing hair again, but it has to be used very carefully just on the outside area, not minor lips nor even touch clit, it may hurt and burn).
I think you may tell her that if she wants to wear bikini shay may shave the inner part of the thighs or use shaving cream and cut off a little the pubic hair. But remember that hair protects women from vaginal infections, that's why shaving that area is not 100% recommended.

I'm not a woman, but I am a married man who appreiciates a "clean" woman. My wife (who keeps her pubes shaved) says that there are ways to permanently remove the hair, but it's painful to do it and home and expensive to have it done professionally.
The easiest way at home is dry shaving with a new, multi-blade razor. You might get razor bumps the first few times while the skin gets used to being shaved, but this will go away after a few shaves.
If you want to keep the pubes away, you have to keep shaving. If you allow the hair to grow back then wish to be "clean" again, you'll have to start over again.

To have a shave private parts, is a matter of choice, It's not a big deal besides when the hair starts to grow back and scratch , Maybe your daughter will leave it alone and let nature have it's way.

You could buy a trimmer that will take the hair off.Just keep trimming the hair when it grows back.
1.No shaving cream.
2.You get the best results.

Tell her she doesn't have to get rid of it, it's normal. But if she wants to get rid of it, tell her she can shave it, but tell her that it might grow back itchy.
