I am not sure what the word is you are thinking about.

However, the British didn't ignore the colonies until they started taxing them. The colonies were very expensive to operate. The British spent a lot of money protecting colonists during the French and Indians Wars. The British government thought it was time that the colonists paid for their own defense, etc. Only, the British did it from Parliament and colonists had little or no say inthe matter.

The British economic theory, which was not confined to the British, was called mercantilism. Basically, this was a policy of hoarding up gold as capital and of encouraging exports and discouraging imports. After the French and Indian Wars, Britain had to come up with a whole buncha bucks, and they began to enforce various laws related to anti-smuggling and tariffs and taxes. These things were onerous to the colonies, especially since some of it was high-handed and most of it was without the colonies being represented..

The British never really neglected the colonies; they extracted much wealth from them..sugar, etc...then when the time was right for self government, they gave them independence. The British activities were not bad as many think.
