Will a SATA 16MB Cache HDD function optimally in a 1.5GHz CPU computer or do I need to have a faster CPU?

CPU doesnt determine whether a SATA drive will work, your motherboard must have SATA Functionality.

And to answer your question, you will get greater performance from SATA vs IDE reguardless of your processor speed.

Hard drive speed, data transfer rate, and port type have nothing to do with cpu characteristics. You're fine.

its the motherboard that determines whether or not you can run a sata drive. so long as the mobo supports the drives, you can run them with any processor
