Copper. Copper will keep algae from growing and not harm the birds. Don't use it on fish tanks though. The best thing to do is get a copper birdbath. But you can just put some in the bottom, if you have to. And watch out for pennies. The old ones are fine, but sometime back in the '70s, they started using zinc centers. I'd only use from 1970 or before. The safest thing would be to get some small copper water tubing from a hardware store, cut it into small lengths, and let it set on the bottom of the birdbath.

When I was keeping a birdbath I emptied and hosed clean daily.
Used a scrub brush, but no beach or soap of any kind.

I too have used the penny trick, but we do clean our birdbath once a month with bleach, rinse well, and you are good to go for another month.
