I'm seeing this on cd's.

It's a cardboard backing to which the CD mount is glued style for the CD instead of the mount being popped into the clear hard plastic. They are sometimes nicer when the folding creates cool effects. They've been around for a really long time because my fave is Broken by NIN, which folds out 3 flaps that must be done in a certain order for it to close properly.

It's a style of CD manufacturing. The artwork is printed on paperboard. It's an alternative to the typical jewel cases.
