Most humans don't 'hang out' where some of the hottest tempertatures on earth are regularly experienced so there aren't a lot of meterological stations in these places to reliably record extreme temperatures. The hottest known temperature recorded by an official station was recorded by a meteorological station in El Azizia in North Africa's Sahara Desert in 1922--136 degrees F, or 57.8 degrees Celsius. It is believed that temperatures exceeding 150 degrees F are occurring as the earth slowly heats up. At this time the earth is generally the warmest it has been in the past four hundred years! This is even hotter than the highest Death Valley records.

Also,, the highest average annual mean temperature occurred in Dallol, Ethiopia between 1960 and 1966. The average there during that time was recorded at 94 °F".

There are a number of countries that could make the claim

Indonesia, Kenya, Uganda, Congo, Gabon, Ecuador - all sit square on the equator.

I would discount Somalia, Brazil, Columbia and the Democratic Republic of the Congo as these counties are very large and the equator only passes through a small section.

The hottest is likely to be either the Gallapagos Islands or the Island of Gan.

As far as I know, the hottest homogeneously countries year-round in the world are African ones : Mauritania, Mali, Niger, Nigeria, Chad, Sudan, Senegal, Burkina Faso, Somalia, Eritrea and Ethiopia, at least for low, medium and moderately high elevations.
