There was a scientific study done by graduate students at a university (I can't remember which) who built a tongue-machine of sorts (more like a giant wheel) that determined it took more than 300. I suppose it might depend on how close the tootsie filling was to the exact center.

alot. with a small one, not many. I never tried. i will when i get a tootsie pop out of the jar ( know what, i still have easter candy! ) My estimate is 316-478 ( just guessing )

It really depends on how much saliva you have in your mouth. And how well your own saliva will desolve the sugar.
# licks = amount of candy/(amoung of saliva per lick * ratio of candy disolving power of saliva)
