That one may be the closest to the fan from the A/C. The others may be further away or after bends in the ducting in your system. The more bends the air has to take, the velocity of the output air will be reduced.

Air conditioning consists of two main parts, a compressor and a blower. The compressor is responsible for cooling the air and the blower is responsible for moving the cooled air into your house, If you have one vent that blows harder than the others, that vent is probably the closest vent to the blower. However, if you have one vent that blows much softer than the others, it could be due to the distance from the blower or it could mean that the ductwork leading to that vent is damaged.

The duct work may have what they call a dampener at each duck work that goes to each vent. It will have a valve that can regulate the air flow and it is basically a big butterfly valve located at the main duct work. I word suggest a call to the heat and air experts if you are unsure, due to damage to the main fan unit may occur.

It's probably closer to the source. If there is a damper on the vent you should be able to control it some and thereby increase the output from the other vents.

It could be that it is closer to the unit that provides air, or that all the other vents are not as open as that one so thus it pushes harder to that one.

It may be closest to the furnace, or it may be smaller cross-section than others, which picks up the velocity. This is assuming that there is no obstruction.

there are either no dampers in your ducts, or they are not ajusted properly..look at the ducts in the basement if they are exposed.if you have them, they will be on each pipe most likely near the furnace
