I watched the science channel the other day, and I saw a scientist classifying 5 extraterrestrial civillizations. He said a type 1 civillization has 2 planets colonized, a type 2 has 3 planets colonized, a type 3 has several planets colonized, a type 4 has a vast trade network between solar systems, and a type 5 civillization has an empire of planets in multipile solar systems.I thought this guy is crazy, that means that our civillization isn't even a type 1 yet. He was assuming that there's other life in the universe and he was also assuming that they are far more advanced than us. I can't remeber his name but he is well known in the science community.I just think that astronomical science is excaping reality and dive bombing towards fiction. The perameters for life are very vast. It is usually assumed that life is common in the universe, however a planet must be a perfect distance from a star, the star has to be a certain type, there must be a giant gas planet to protect the planet..

As a spacefaring planet, our record so far has been underwhelming. We don't even have a transfer station above our gravity well, let alone a regular shuttle service up and down, or minor exploitation of all the gratis energy to be had from the sun.

A permanent moon base would put us into type 1, though - our system really is more a double planet than a typical planet - moon combo.

The criteria for developement of life are indeed numerous, although it is quite possible that life has developed outside of this solar system, it is not very logical to me to rate a civilisation's technological capability by how many planets they have colonised. Instead I would rate a civilisation based on it's ability to travel and it's speed of travel. By any standards, the human race is still in it's scientific infancy, although we may have rudimentary settlements on Mars or the moon within the next century and still not have a practical capability to travel to another star system. Although alot can happen in a hundred years, technologicaly as we have seen.
