Mr. T because he is drug-free and drinks plenty of milk. Though I am sure T will go easy on Sly. After all (wait for it)....he would probably pity the fool.

(NOTE: I'm assuming you were talking about them as they were back when the movie was made, not today.)
Honestly, I'd go with Stallone. Mr. T was a bad dude for sure, but he always seemed more mouth than muscle. Quiet, stoic Sylvester Stallone strikes me as the type of guy that might have been a Sicilian crime lord in a past life; you don't want to mess with somebody like that.

When making 'Rocky 3' i'd probably have said Mr T (wasn't he some type of angry bodyguard or something), but nowadays Stallone is still all muscle and in great shape and Mr T is just a fat sweating tub of lard with flabby arms. So all in all i'll go for Stallone, he's still the best...
