Control panel, internet option, and under the general tab (which sound already be up) it says homepage, type in what you want, and press apply and ok, then it should be good.

It depends on the browser.
For internet explorer, you go to Tools>Internet Options
on the fisrt tab, it has an area where you can insert a homepage.
In Mozilla Fire Fox, you click on Tools>Options>General
you type in the Web Address in the Homepage box.

Some pages have the "make this my homepage" link (see Google for example) or you can add the web page to your favorites, then click tools>internet options> type in the web site.
