I just learned from another question that it is an advertisment for Cartoon Network. It's childish obscenity (whereas "poot" is relatively synonmyous with "the emission of relatively horrible gas from one's posterior") is supposed to appeal to the "hooliganity" within prospective viewers of the TV channel.

I had a friend once who used the word "poot" as a substitute for "fart". Apparently her mother thought that "fart" sounded too crass? Personally, I think "poot" sounds stupid.
