This depends on your destination. In northern Europe, local banks are always a good choice. Avoid airport exchanges, the rates are worse in general. Forex is a good choice in scandinavia.

It will depend on how many Euros you want.
I think the Post office rates are terrible, so the more you buy, the more their 'commission free' deal costs you. It might be better to go somewhere that charges commission but gives you a decent exchange rate.
I'm afraid you are best to shop around!

Shop around. Check, whether the place charges commision fee and how narrow the spread between buying and selling is. Normally the narrower the spread - the better the rate in general.
In France you get really good rate on rue Rivoli in Paris.
