Also, I think the phrase needs punctuation, like so:
"FAST TURNAROUND! GREAT SELLER!"
So, the translation is that he was pleased that his order arrived so quick. And, you're a great seller/retailer/service provider...a complement.

The guy meant the time between him sending out the request to purchase and getting the items in his hands was extremely short. Another very closely related definition of fast turnaround is that the time between your receiving the request to purchase and shipping the goods out was extremely short.

I don't know what he meant by that in reference to something you sold on ebay. The term typically has to do with, perhaps, something you send out or drop off for service or repair, your vacuum (sp) maybe, or your dry cleaning, and get it back very quickly. Basically it means fast service.
