It's tricky. I would have said no in the past, until I fell for someone in a relationship. I did nothing , for moral reasons (and shyness prehaps !), but then they split anyway, and another chap was already there waiting..
Then i thought, maybe when someone's relationship is breaking down ,they cast their eye a little for reasurance, or seeking the love or attention they are no longer getting.So I thought that in future i wouldn't be so rigid.
Now ,however I reckon i had a lucky escape. I think it's up to those in a relationship to put it first, or to clear the decks before crossing certain lines with someone else.
On the other hand some relationships are shallow, and when someone meets someone they really connect with it may make the old situation redundant.
Prehaps we have to ask ourselves where we're coming from. Who can say ?

no, how do you know you are'nt going to enjoy a thrill from taking him from another woman. how would you like to be that other woman. what's the point. if he becomes free and you are too, then go for it. there are plenty more men in the world, why drool over him, or is it because he's already taken.
men do that alot, only want a woman when they have other admirers. they like the chase. how different is a woman.

Certainly not. I have been in this position and I would advise that you do what I did. Tell the person that you like them in that way and if you are friends with their partner, tell them as well but make it plain that you have no intention of acting on those feelings.
If the guy reacts by flirting or getting close to you then you should steer clear since if he is willing to do it to his current girlfriend, what would stop him doing it to you down the line if you got together?

I don't think there is anything wrong with the girl telling somone she likes them, as long as she is prepared to back off if they say they are not interested.
She's the free agent, it is the guy who is spoken for.
It is his actions that follow that should be put under the spotlight. Not hers, as she has no commitments and no-one of their own to hurt.
