Yes, god did give specific instructions to the way he wants us to live. But he also gave us the right to free will. This ability gives us the chance to make up our mind on what we would prefer. This, to some may seem as a mistake on gods side because now it seems that people have misuesd this privilage and are taking advantage. Its funny how North America fought for freedom from each other yet god gave us enouph freedom to last us a life time/you could say just enouph rope to hang ourselfs with. How much more free do we need to be. Our countries gave us the freedom of speach and for most actions and god gave us the freedom of choice. So really right and wrong is an individual thing despite what the laws of your country may say. God gave us the freedom of choice so therefor we make our own choices and if we are wrong then we alone will suffer the consequences. And it seems like people are willing to take that risk even though we're well aware of the actions that will follow immenetly with reprecutions and penalties well received. God doesn't make mistakes even though it may seem like it was a bad idea I know that he did it for a reason, and we may never know what that reason was until the day we meet our maker. Basicly, countries can make all the laws that they want but humans will always, in the end make our own decisions. So don't even try and figure this answer out on your own. Us humans are so cocky because we know that god will not strike us dead any more but just allow us to make our own decisions. The lord has his word, literally, wrighten in stone. He knows that we know that he knows that we know the difference between right and wrong. Hes laid out are choices in black and white making our paths as individualls very, very clear. Its just up to us to ingnore it or listen and live life gloriously-fruitfully

all morals cannot be absolute over time and place but perhaps there are some basic rights and wrongs that do extend broadly.
I believe the UN has a basic set of human right. that they subscribe to that may apply here.
not that it is adhered to but at least it is a starting point for judgments when not
