The answer is yes, but in the UK the regulations require you to fit a combined non-return valve and syphon breaker to prevent any possibilty of dirty water being syphoned back into the mains water supply. Also satisfy yourself that the pipe you are connecting to is of sufficient size to accomodate both flows.

You can get a kit from most DIY centres that enables you to connect to your cold water mains in the house. It comes with a clamp that locks around the pipe and once screwed in will puncture the pipe and allow water to pass to the outside tap. You would need to drill a hole through the wall which you pass the flexible pipe through and then fasten the outside tap from the kit onto the outside wall. Have some expanding foam handy to fill around the pipe once it's connected.
Make sure you only connect to the mains pipe that is after the stopcock which should be turned off before you do any work on the mains in the house. Otherwise you will end up getting very wet, I've been there :o)

It is possible as long as your toilet is filled from the mains rather than the cold storage tank in the loft ( as some are). I would keep away from the clamp type kits and would also fit an isolation valve before the pipe passed through your wall, this enables you to turn the water off to the outside tap in really cold weather and helps to prevent burst pipes.

IT'S PROBABLY 15MM COPPER, all you need is a 15mm T piece compression joint a tap and a lenght of copper pipe, if the tap is on an outside wall it's best to have a 15mm stopcock also ,this way you can turn the wateroff to the outside tap in frosty weather

Just make sure you use a non-return valve. Outside taps (the brass type) generally have them built-in and can be bought at B&Q or screwfix.
