I would have to say Hitchcock. His films may be classified more as suspense, but I consider him to be the Godfather of the modern horror film. He was a master of building fear and knowing how to edit a film so that the scare comes exactly at the right moment. Psycho is a wonderful example of just how scary a film can be without showing too much.
Runners up in my mind would be George A. Romero for creating a whole new genre of horror film (zombies), Kubrick who only once did a flat our horror film (The Shining) but made it be the scariest thing I have ever seen, and Dario Argento whose Italian horror masterpieces are among the most beautiful films ever shot, horror or otherwise.

I would have to say Romero. I had taken a film class last spring, and I studied Romero's work throughout the years.
His first few films were landmarks for their time, but his best creation was by far was Land of the Dead. He had accomplished so much by the time he reached this movie.
I live in Pittsburgh, and he has a phenomenal haunted attraction in downtown in October. In 2004 when I went, there was Night of the Living Dead on one side of the attraction, and The Prison of Pain on the other. So, not only is this man a director - but he has really made a name for himself in the horror community.

I love Eli Roth( Cabin Fever, Hostel) and Wes Craven ( Scream, Nightmare on Elm street)! They are only a few of the greats though! They seem to have their own spin on horror movies. Roth's are bloody and seem soooo real. Craven's are classic with a spooky setting and crazy characters.â¥
