Is there some kind of labor law that says comercial buildings have to provide hot water?

Contact your state labor board. If it's a restaurant or any food service location, they must have hot water. Not sure about anywhere else. If your job doesn't require taking a shower, then I don't know if the state will have any regulations that require hot water.

Unless this is due to some sort of major repair problem, this does not bode well. It means money is so tight that your employer is trying to shave basic expenses. Can problems with payroll be far behind?

I don't really think they should, you can't wash your hands with cold water. That's really odd that they would do that.
