Just put:
Congress
Washington, D.C.
The US Postal service is amazing at how well they can get stuff there.....
As an additional note .. if you make the address out of letters cut from magazines and taped down your letter will get "special" handling.

it should reach them if u just addresas it congress washington dc and the zip or go under search engine yellow or white pages for gov listings for the address
