what exactly it means to be the "biggest city." Is it by land area? Is it by population? The former seems a little arbitrary, but the latter might be hard to pin down, especially since once-distinct cities have begun to merge into huge sprawling "metropolitan areas."
The InfoPlease Almanac, which listed Mumbai(Bombay), India, as the most populous city in the world. They went on to list Shanghai,China in second place and Sao Paolo, Brazil, in third , but they chose to only count inhabitants of within the actual city limits. Later, it became apparent that most sources prefer to judge "urban areas" rather than "cities proper."
City Population, an entire site dedicated to "the largest cities in the world." list Tokyo as the largest city, with more than 34 million inhabitants. New York City is second and Seoul third.

Our tables provide population figures for cities with legally defined boundaries, with recognised urban status and with its own local government. The figures do not take into account suburban settlements or other heavily populated areas outside city boundaries.
Largest Cities
1 SEOUL South Korea 10,231,000
2 São Paulo Brazil 10,009,000
3 Bombay India 9,925,000
4 JAKARTA Indonesia 9,373,000
5 Karachi Pakistan 9,339,000
The tables provide population figures for cities and their surrounding urban areas. Most such agglomerations are economically, socially and culturally dominated by one city at their centre. Occasionally however, several cities of similar status and their suburbs make up an urban area. The 2006 population figures are based on censuses carried out between 2000 and 2005 and adjusted to take account of average annual population changes.

Are you speaking in reference to population? It's Mexico City, though some will argue that it's Hong Kong or Tokyo, but I think it's still Mexico City
