No, BUT, the Bush administration awarded contracts in secret, with no bidding. The majority of these contracts went to Halliburton , it's subsidiaries and Bush allies. Even the meals GI's eat are catered by, you got it, a Halliburton subsidiary!

Many of the vaccinations GI's get can be traced back eventually to corporations that are held in 'blind trusts' for certain government officials.
Sometimes it's seems as though a good portion of the American public has been given a date rape pill and won't remember a thing in the morning.

You could just put that money in a savings and earn at least a pittance.

They already make more money than any contractor makes for the same work; why be tax free. They can charge for work they do not do and no one even checks their work.
