Yes VERY ILLEGAL.
In a dire emergency you may only get a small fine for using the radio. BUT it would have to be a REAL EMERGENCY, not some simple broken arm where you could call for an ambulance and wait for it to come. I mean an emergency where waiting a few minutes will cause DEATH.
ANY OTHER USE IS A VERY SERIOUS FEDERAL OFFENSE!!!! With Mandatory prison time of 5-10 years!
The light is also an offense but I don't know the penalties.

Wanna be cops are extremely dangerous people. Why would you want to have a police radio and strobe. Grow up get a life and get rid of the toys. You have no business with these things.

It is illegal to own a police radio. You are allowed to own a scanner to listen in to a police channel, but if you have a police radio that transmits and you are not a police officer, you are breaking the law by just owning it.

In some countries, like here in Singapore, its illegal to even own a transmitter radio without a lisence. But otherwise, feel free. Cops are humans too, yknow. Sometimes, they get lonely.

Yes it is, it is perfectly legal to listen though. When you get on the radio and speak to the police, most large agencies can triangulate your location and slap a pretty heavy ticket. Bummer.

Yes! The police radio use is only intended for police usage. You would be interfering with the police procedures. You may listen, but you may not talk.

depends on what state you're in. In New York state it is illegal to even have a scanner turned to a police frequency because its a danger to police. I don't know where you got a police radio, but yes it is illegal I would say.

If the police tied up their radios just chatting to the public, the never would be able to do what they were hired to do , protect and to serve.

well lets see here. It isn't illegal to talk to a cop on a police ban radio, but it is illegal to own one. in most places having the police ban radio that cant transmit is illegal to own but in all places to have one that transmits is illegal.

Yes. and I might add you'll get jail time too. They might take that as impersonating a police officer.
