There's a rumour it's from the Romany Gypsy word for a young man, but can't say for sure. Guess if that's true it might have started out as a non-derogatory term (like calling someone "kid"), then the media have picked it up and turned it into an offensive term.

Wikipedia also reckons it could be shortened from "Cheltenham Average", slang used by posh students of Cheltenham Ladies College to describe local townies.

There are a couple of theories, one if that it comes from Cheltenham and was a concatenation of the words "Cheltenham Average", others argue that it is the same abbreviation, but was refereing to Chatham. Both Cheltenham and Chatham being places where one finds congregations of Chavs (more so in Chatham it has to be said).
A second theory states that it is a derivation of the Romany Gypsy word "Chavo" meaning boy. The implication (not mine btw) of this being that Gypsies would steal, therefore any theiving yoof is a Chav.

Not sure, but it's very fitting for some reason!
Where have all these filthy Chavs come from? I live in a decent area, but they seem to be multiplying every day! The trouble is, they enjoy being Chavs & are actully proud to look & sound like complete CUN*S!!!!!
I didn't wear an England top throughout the World cup for fear that I might be mistaken as a Chav!!!
They are sub-human SCUM!!!

Sources disagree on the origin of the word. The most likely origin of the word Chav is from the Cheltenham area of Gloucestershire, where the word has been in use for many decades. It derives from when middle class people from the Cheltenham Ladies' College referred to lower class local youths as "Cheltenham Averages", this eventually got shortened to Chav

I first heard the word about 10 years ago. Back then it was a verb that meant 'to steal'. It kind of makes sense that those sort of people who 'chaved' things became known as chavs.
