The scroll lock key is a special function that does different things in different programs. Most modern programs do not use this key anymore, but some still do. For example if you open Microsoft Excel, choose a cell then turn on scroll locks, the arrow keys will now scroll the sheet up and down rather than moving you from cell to cell. In the Opera Web Browser the scroll lock key is used for voice recognition. On some 2-computer KVM switches taping the scroll lock key twice switches which computer your controlling.
In the past days (when DOS and other non-gui operating systems were more widely used the scroll lock button was used more often, but today few programs still make use of this feature).

In DOS, scroll lock usually locked the cursor to the current line, and the text scrolled through it. Unlocked, the cursor moved through the text until you got to the top or bottom of the page, then the text scrolled, one line at a time.
Using scroll lock, you could always see half way up or down the page while scrolling through text.

It works in conjunction with your page up/down keys and also your mouse middle wheel for scrolling the web pages up or down.
