Depends what kind of phosporous.

There are 3 forms of phosphorous.

white (P4) - explodes in air to form phosporous pentoxide (drying agent). Reacts with light to form red P. Stable in water. Used by the military in Iraq.
This is some dangerous stuff!!!!!!!!!!

red [(P4)n] - reactive with water. Use to be used as match tips. Not as reactive as white phosporous but still reactive and flammable.

black [network of P] - Very inert. Formed by applying pressure to white phosphorous.

So I guess you kill someone if you used white phosporous. And red would be ok until it touched water or was scratched. And not much would happen with black phosphorous until someone ate it.
