The difference between all elements has nothing to do with neutrons but the electrons in the outer shell and the protons in the nucleus the silicon atom has 14 electrons and four valence electrons. It is considered a semiconductor. Magnesium on the other hand has 13 electrons with three in the valence shell. The electrons determine how conductive an element is or how stable.
