if it a ball mouse clean the ball.if it is an optical mouse throw it away and get the new one.

Open the little ring around the ball. Take out the ball and wash it.
Inside the mouse are two little rods and a little wheel that collect dirt. Use a pencil to clean off all the crud on the rods and the wheel.
Blow out all the dirt that fell into the mouse when you cleaned it.
Put the ball back and put the ring back. You're good to go.

First check the cable, then check if it's not full of dust (this case you'll have to clean it) and last but not least maybee it's from the drivers (in this case either use the pre-setupped mouse driver for the OS or the driver the mouse came with!)

if the mouse uses a ball, take it out and blow the dust out from the inside.
if the mouse is an optical mouse, move it onto a darker color mouse pad.

Maybe the batteries are going dead, and you need to put new ones in, or maybe you just need to recharge them..
