Democrats. In order for them to have power they convince people that they're victims of society and that the Demos will take care of them. It becomes, after years, a way of life for these poor folks.
If they invested in these people instead of just giving them welfare, they'd have a fighting chance.

Democrats like to give fish away and tell people that they're not smart enough to fish on their own and that the Demos will take care of them and fish for them because it's not their fault they don't know how to fish.

Have you ever sat in a classroom with most whites , a few blacks and hispanics? I tell you what I know , the black or hispanic child goes last, is send for tests for special ed, if they are not smart enough, get seated in the back of the classroom, at lunc the extra orange is given to the white child, the disparaty of the treatment these children get at the public schools is enough to send them packing, out of a system wchich treats them like dirt. Iam being blunt ,yet this the truth , may be the biggest reason why these children drop out or just give up on life!

They are learning what they can. The problem is that there is not always support at home to help with homework and projects and to review and study material necessary to pass courses. This isn't just in "black" families, either. This is across the board depending also on economics and social standing. Even wealthy "white" kids can do poorly if they don't have anyone at home that will support what is being done in the classroom!

Let us look at facts before we blow our lid. Data is given as percentage of black and white population. ( B - black; W - white)
High school graduate: Blacks(36%) Whites(32.8%)
Some college or associate's degree; B (27%) W(26.6%)
Bachelor's degree or more: B(17.6%); W(30.6%)

MY INTERPRETATION:
Upto high school and some college degree Blacks are as good as Whites. It is only at bachelor's degree and advanced degrees that the Whites are more than Blacks.
White population is much larger than black population. It is observed that the educated population is a minority in both Blacks and Whites which is shocking. It is probably the reason that immigrants are welcomed by the Govt. and skilled jobs are being done by expatriates on work permits. A serious food for thought for both blacks and Whites.
Do something about it instead of crying. Send your children to school.

Actually you are incorrect in your assessment, African Americans are achieving at a much higher rate and that is in spite of a continuing movement to cut programs designed to assist ALL minorities including women. Your suggestion/question as to whether or not Blacks are learning is eroneous because "learning" per se, is an ongoing process, not to be confused with graduation and overall achievement.
The social programs of the 1960's have been instrumental in assisting people of color and women in moving forward in the workplace and in the school-house. Our system is not designed specifically to target those who are people of color in the same way it is not designed to target those who may be Caucasian.
The "truckfulls of money" as you termed refers to programs long-since cut by the federal government including affirmative action, Pell Grants, TAP, BEOG and SEOG funding meant to assist mainly people of color.
Statistically speaking, poor White Americans are the leading populations in jail, poverty-stricken areas and have the highest number of people on the welfare/workfare rolls. The graduation rates among poor Whites is considerable as they are generally not counted after many having left school before they've reached high school.

there seem to be quite a number of successful folk of African-American background in your country
perhaps some people have a different culture from you and are able to learn and appreciate things for which you hold no value
as for the spending, I expect quite a lot of it is being taken by white middle-men
