how can i clean dried pirnter ink?

Try turpentine, mineral spirits, acetone or any solvent that dissolves oil based paint.

Printer's ink is traditionally oil based.
Historical perspective ( check ref 1 - Gutenberg's ink)
Many artist still use oil based inks.

The solvent you need depends on the vehicle or base used to carry the pigment.

However printer's ink can also be water based and will need nothing but water to clean it.

When ink is dry it is another story.

Sock the print head in a shallow dish of blue Windex or glass cleaner for about 10-20 minutes. Do not let the Windex touch any of the copper electronics as it is corrosive. There is just enough ammonia in Windex to free a moderately blocked print head without damaging the cartridge itself.
