He means the cops are tryin to catch him "ridin dirty."
It can be taken two ways.
#1: ridin dirty= driving w/illegal possessions and/or
leaving the scene of a crime.
#2: ridin dirty= the cops are tryin to catch him ridin...
and "dirty" is just referring to whoever he's talking TO.
Sometimes "dirty" is used as almost a term of endearment. It depends on the context. I think it could be taken either way in this case.
