Yes, though for different reasons. It also depends from which country and environment you come, what your experience is with the culture of your new country, and if you speak the language.

Overall, modern Russia is deeply corrupt and in the hands of organised crime gangs, most of which are lead by former KGB and GRU officers.

Dubai also has a lot of corruption, but in a more subtle way. It is a place were money talks and the richer you are, the better your life will be.

Personally I would not chose either country as a place of work or residence.

For years, my cousin worked in the foreign service there. I would not recommend living there. Much of it is still run by the old regime.
Yes, it's very hard. Like the other answers, the economy is at a standstill. If you don't have money, forget it.
There are safer places to live as an expat besides Russia.
Also avoid Mexico & South America for any future jobs.

yeh i would agree with the answers above , personally i know about dubai a lot , dubai is very famous for

(1) prostituting
(2) violating human rights
(3) Rascism

no matter how rich or famous you are , you are still a slave of some arab there ...
