Roaches live just fine outdoors. However, inside they can find food, water, shelter and avoid predators. So as long as conditions are favorable, roaches will proliferate indoors. The key to prevention is sealing roaches out, removing food and eliminating shelter.
Store food in tightly sealed containers or in the refrigerator
Wipe down counters and sweep floors every night
Do not leave dirty dishes in the sink or dishwasher overnight
Clean out trash cans and use trash bags to line the can and avoid leaving food remnants behind

Your problem sounds really bad. Since you've already tried the minor solutions, you might want to get an expert in to fumigate. You'll have to stay somewhere else for a few days. Before you do that though, get a caulking gun and plug any holes you can find that would enable new roaches to enter from another part of the building after you've gotten rid of them.

Try the Roach Motel. Roaches check in but they don't check out. It sounds, however, like your whole building might be infested. Try contacting the Landlord and request a building-wide extermination program be instituted.

First of all, roaches are not pets. lol
Try contacting the apartment complex or landlord for help. Sometimes they will have to use one of those smoke bombs. You will have to vacate for about 8 to 12 hours though but it kills most of them and stops the cycle. Also call Terminex or your local pest control. They really do wonders.

if you live in an appartment, they move from area to area (sadly) things that might help are: make sure you remove all moving boxes, remove all drawers and spray in the back and open all cabinets and spray (be awhile till you can put all your things back in :( ... ) never leave any food out (which means also sweeping/vacuuming daily) also no dishes left -- if your sinks drip see if you can get them repaired. no food no water and hopefully no bugs ! :)
